Canton Lucerne Rethinks Mobility Planning – Integrated Approach and Long-Term Funding

Lucerne - The Cantonal Government has adopted the Integrated Mobility Programme and simultaneously submitted a proposal to the Cantonal Parliament on the long-term financing of mobility infrastructure. Mobility is considered a key location factor for the Canton of Lucerne.

With the Integrated Mobility Programme, the Canton of Lucerne is introducing its first comprehensive planning instrument that coordinates all cantonal mobility measures across transport modes. It replaces previous standalone programmes and builds on the strategic planning report «The Future of Mobility in the Canton of Lucerne». The first package of measures covers the years 2027 to 2030 and includes infrastructure and service measures for all road and transport users – from road infrastructure and public transport to cycling and pedestrian connections.

The specific measures draw on several foundations, including the road construction programme for cantonal roads, the new cycling strategy, the bus acceleration study, and the Economic Development Priority Sites Programme (ESP Programme). Canton-wide implementation programmes – such as the adaptation of bus stops to meet accessibility standards – are also integrated.

Funding Restructured

In parallel, the Cantonal Government is submitting a proposal to the Cantonal Parliament on the future financing of mobility infrastructure. In light of growing investment needs, the distribution key for earmarked revenues from vehicle taxes and the performance-related heavy vehicle charge (LSVA) is set to be adjusted: going forward, 90 percent (previously 65 percent) will be allocated to road infrastructure and 10 percent (previously 35 percent) to public transport. From 2028, increased contributions from general state funds are intended to ensure that public transport financing remains secured despite this reallocation.

Next Steps

Both proposals are expected to be debated by the Cantonal Parliament during the September 2026 session. The Integrated Mobility Programme is set to take effect from 2027; the legislative amendments on financing are expected to enter into force in 2028.
