Canton of Lucerne submits building application for Campus Horw

The cantonal government of the canton of Lucerne submitted the building application for the Campus Horw project in late July 2026, as detailed in a statement. In parallel with this, it established a non-profit real estate company in the shape of Campus Luzern-Horw AG. This new joint-stock company will be tasked with overseeing the construction and operation of the campus, which constitutes the largest building construction project in the history of the canton of Lucerne. With the completion of the construction planning phase, the overall costs of the project are expected to come in at 568 million Swiss francs. The campus is intended to house the Lucerne School of Engineering and Architecture of the Lucerne University of Applied Sciences and Arts (HSLU) as well as the University of Teacher Education Lucerne (UTE Lucerne). Construction is expected to get underway by the summer or fall of 2027.
The Board of Directors was appointed in the wake of establishing Immobilien Campus Luzern-Horw AG. The canton has assigned Heinz Bösch to represent the cantonal Department of Finance, while Regula Bürgi will represent the Department of Education and Culture and Adrian Strüby will represent the Finance Office. Stefan Müller of maxon international ag serves as the representative from the business sector, while Hannes Pichler of the Swiss Federal Institute of Technology in Zurich (ETH) will bring to the table his expertise in the area of higher education real estate. Heinz Bösch has been appointed as Chairman of the Board of Directors. Kathrin Krammer, Rector of UTE Lucerne, and Mathias Hirschi, Head of Finance and Infrastructure at HSLU, have been co-opted onto the Board of Directors as permanent guests without voting rights to represent the two universities. Lilia Junker, designated Managing Director of Immobilien Campus Luzern-Horw AG, has already taken up her new role.
«The Board of Directors is composed of highly competent individuals, all of whom will be valuable assets to the board and will drive the project forward effectively», as Reto Wyss, member of the cantonal government of Lucerne responsible for the Department of Finance, explains in the statement. He adds: «The project sends a strong signal for the canton of Lucerne as a center of education and business, whose impact can extend far beyond our cantonal borders». Armin Hartmann, President of the cantonal government, sees the Campus Horw project as a vital educational hub both for Lucerne and, more broadly, Central Switzerland as well.
