Clear framework for the development of Rothenburg-Station
Rothenburg/Emmen – A coordinated framework has been defined for the Rothenburg-Station development area. It establishes binding guidelines for the future development of a key employment hub, with a strong focus on aligning spatial planning and transport.
The Rothenburg-Station development area (ESP) is one of the most important employment zones in the Lucerne region. With excellent access to both rail and road networks, the site offers attractive conditions for businesses. At the same time, it is under significant development pressure, while existing transport infrastructure is already operating at high capacity.
Against this backdrop, the municipalities of Rothenburg and Emmen have jointly developed a comprehensive framework together with the Canton of Lucerne, the Federal Roads Office (ASTRA), the Lucerne Transport Association (VVL), Lucerne Business and the regional development agency LuzernPlus. This framework translates the strategic principles of the 2024 spatial and transport master plan into binding regulations, thereby increasing planning certainty for landowners and investors.
At its core is the coordinated development of land use and transport. The objective is to further strengthen the area as a business location while ensuring that mobility development remains sustainable. Key measures include limiting the growth of motorised individual transport and actively promoting public transport as well as cycling and walking. In addition, the framework defines clear requirements for land use, spatial development and the quality of urban and open spaces.
At the end of April 2026, the framework was submitted for cantonal pre-assessment, marking the transition from the conceptual phase to the formal planning process. The next steps include public consultation, approval by the LuzernPlus assembly of delegates and final endorsement by the cantonal government. The framework is expected to come into force in 2027, providing a solid foundation and long-term planning certainty for the continued development of the Rothenburg-Station area.
